Shorten the constant comments, the fallback comment and the helper docstring so they only state why the behavior exists instead of narrating the mechanism, and drop the em-dash the rewritten fallback comment had inherited. No behavior change.
Addresses review feedback on #26802: even after stamping a long-lived
expiry, _perform_token_refresh still returned None for tokens without a
refresh_token, so get_oauth_token would delete the session once that
expiry elapsed — reproducing the original bug a year later instead of
hourly.
Flag tokens that carry neither expiry metadata nor a refresh_token with
NON_REFRESHABLE_TOKEN_MARKER in _normalize_token_expiry. When such a
token reaches the refresh path, _renew_non_refreshable_token re-stamps
its local expiry in place and returns it, so the session keeps renewing
itself (Slack xoxp user tokens never expire and never rotate). Tokens
with a real provider-declared expiry but no refresh token are not
flagged and remain untouched: they still expire and require re-auth.
Also fixes the Ruff format failure on the branch.

Providers like Slack issue long-lived user tokens whose token response
contains neither expires_in nor expires_at and no refresh_token. The
_normalize_token_expiry fallback unconditionally stamped such tokens
with a 3600s expiry, so roughly an hour later get_oauth_token triggered
a refresh that could never succeed (there is no refresh token) and the
failed refresh deleted the OAuth session, forcing the user to
re-authenticate every hour.
Only apply the conservative 1-hour fallback when the token actually
carries a refresh_token so the proactive refresh can rotate it. A token
with no expiry metadata and no refresh_token is long-lived by
definition, so stamp it with a one-year expiry instead (the sessions
table requires a non-null expires_at). Tokens whose provider declares a
real expiry but issues no refresh token are intentionally unaffected:
those genuinely expire and re-authentication is the only recovery.

The sidebar time-ago indicator rendered `created_at`, so the relative time stayed pinned to the chat's creation age and never reflected new activity. After sending a message the chat would jump to the top of the list (which sorts by `updated_at`) while still showing a stale label such as "3w", which is confusing.
The indicator was originally added using `updated_at` and was inadvertently switched to `created_at` during a later refactor. Restore `updated_at` (falling back to `created_at` when absent) so the timestamp matches the list ordering and updates whenever a chat is modified.
