* fix(ui): allow any git host on the skills add form (LIT-4053)

The skills add form only accepted GitHub URLs: its URL parser bailed on
any host that did not start with github.com, so GitLab, Bitbucket, and
self-hosted repos (and any repo subfolder on them) were rejected before a
request was ever sent. The backend already accepts arbitrary git hosts
via its url and git-subdir sources, with no host allowlist, so this was a
client-side restriction only.

Generalize the parser into an exported, host-agnostic parseSkillSource:
GitHub URLs keep their github / git-subdir shorthand, every other host is
treated as a raw repo url, and an optional Subfolder path field turns any
repo into a git-subdir source (url + path). When a pasted GitHub
tree/blob URL already encodes a subfolder, the field is cleared and
disabled so a contradictory source can never be submitted.

The parser is hardened to match the backend contract: query strings and
fragments are stripped, the host match is case-insensitive and drops a
leading www., the extracted and field-entered subfolder paths are both
validated against the same regex the server uses, a real file-extension
allowlist (not "any dot") decides whether a trailing blob segment is a
file, a branch-only tree URL falls back to the repo, non-GitHub URLs
require at least an org/repo, and the suggested skill name is kebab-cased
so it satisfies the name field's own rule.

The git-subdir source is now handled in the display helpers
(getSourceDisplayText, getSourceLink, formatInstallCommand), which
previously showed it as "Unknown source" with no link. The submit path
is fully typed (RegisterPluginRequest plus an AddPluginFormValues
interface), removing the two prior any usages; as a result an
author with an email but no name is dropped rather than sent, since the
backend requires the author name.

No backend changes. Tests cover the full host/subfolder matrix at the
parser level plus form-submit assertions on the exact source payload.

* refactor(ui): sync skill register types to the generated OpenAPI schema, surface backend errors

Replace the hand-maintained, already-drifted API types for the skills add
flow with the generated ones from schema.d.ts: PluginAuthor now aliases
components["schemas"]["PluginAuthor"], the registration payload is a new
SkillRegisterRequest (the generated RegisterPluginRequest envelope with
source narrowed to our PluginSource union, since the backend types source
as a loose string map, and version kept optional since the backend
defaults it), and the dead, mismatched RegisterPluginResponse is deleted.
registerClaudeCodePlugin's inline payload type (which was missing the
git-subdir path field entirely) is replaced with SkillRegisterRequest, so
the networking layer and the form can no longer drift from the backend.

Error handling: the add-skill form swallowed the real failure and always
showed "Failed to register skill". registerClaudeCodePlugin already
derives the backend message and throws it, so the form now surfaces it
("Failed to register skill: <reason>"), and the networking helper falls
back to the raw body / status when the error response is not JSON instead
of throwing a JSON parse error. A regression test asserts the backend
message reaches the user.

* fix(ui): reject credentialed git URLs on the skills form

A repo URL with embedded user-info (user:token@host) passed the raw-host
parser and was stored verbatim as the skill source, which is served on
the unauthenticated /public/skill_hub and marketplace.json feeds, leaking
the credentials. Reject any host segment containing '@'.

* fix(ui): validate skill repo URLs through one WHATWG URL gate

Replace the ad-hoc string parsing (stripScheme / splitHost / manual
scheme, @, ?# checks) with a single parseRepoUrl gate built on the URL
parser, so every malformed/unsafe class is handled in one place and the
URL stored on the public skill feeds is always canonical. It enforces
https (rejecting http/ssh/git/file/javascript/data and protocol-relative
//host), rejects embedded credentials (user:token@host, including
userinfo-confusion like github.com@evil.com), rejects IP-literal hosts
(loopback/private/metadata and obfuscated/IPv6 forms), and rebuilds the
stored url from origin+pathname so query strings, fragments, and trailing
slashes can never be published. The GitHub org/repo shorthand is now
charset-validated like the other paths, so junk can't reach the stored
repo. Closes both Veria findings (credentialed and http sources) plus the
adversarial-review follow-ups, with regression tests for each class.

* fix(ui): keep virtual-keys filters across delete and refresh (LIT-4080)

Filtering virtual keys by User ID and then deleting a key reset the filter to show all keys, and re-clicking Fetch did not re-apply it. The page ran two competing fetch paths: useKeys (React Query) fetched the page unfiltered while a separate useFilterLogic hook held its own filteredKeys list and, on any refresh, only re-applied Team and Organization client-side, silently dropping the User ID and Key Alias filters. Delete refreshed through the unfiltered useKeys path, so the filtered view collapsed back to everything

VirtualKeysTable now owns its filter state and feeds every filter (team, organization, key alias, user id, key hash) straight into the useKeys options, so the filters are part of the React Query key. Any refetch or invalidation re-runs the same filtered query, which makes the reset-on-delete bug structurally impossible. Free-text inputs are debounced with @tanstack/react-pacer, sorting and pagination are server-side, and changing a filter or sort resets to page 1

Delete now invalidates keyKeys.lists() from key_info_view, matching the create path, instead of prop-drilling a refetch; the window "storage" refetch effect is removed. The dual-path useFilterLogic hook (and its test) are deleted

Regression coverage: VirtualKeysTable threads an active User ID filter into the useKeys query and clears it on reset, useKeys encodes filter options in its query key so a filter change refetches, and key_info_view invalidates the keys list on delete

* refactor(ui): simplify virtual-keys table data flow

VirtualKeysTable now fetches its own teams and organizations via
useOrganizations and the existing all-teams query instead of taking them
as props, so the prop-drill through UserDashboard and the two page
callers (page.tsx, ApiKeysDashboard) is gone along with their redundant
organization state and fetch

Filter state collapses from a useState plus a useDebouncedState mirror
into a single source whose debounced copy is derived with
useDebouncedValue, and one typed toKeyListFilters adapter maps it to the
key/list query options. Behavior is unchanged; same 300ms debounce and
the same reset timing

The unused onSortChange/currentSort props and their sync effect are
removed since no caller passed them, leaving sorting fully internal

Adds a created_by_user alias-over-email regression test that fails if the
display precedence is swapped

* test(ui): add required last_active to useKeys mock fixtures

The KeyResponse type requires last_active, so the typed mockKeys
fixtures were missing it. Add it so the file type-checks cleanly.

* chore(ui): ratchet lint budgets after virtual-keys refactor

Deleting filter_logic.tsx and simplifying VirtualKeysTable lowered the
no-explicit-any (2026 to 2016) and complexity (128 to 127) counts, so the
eslint-metrics.json baseline was stale and failed the frontend-lint
budget gate. Regenerate it, and drop the now-dead filter_logic.tsx
suppression entry for the file this PR removed.

* fix(ui): show a loading state for data-backed filter dropdowns

The Team ID and Organization ID filters source their options from async
hooks (teams / organizations). While that data was still loading the
dropdowns rendered 'No results found', so they looked empty rather than
loading. Add an opt-in loading flag to FilterOption that the searchable
select surfaces as a spinner and a 'Loading...' empty state, and wire it
from the teams and organizations query loading states. While loading, the
filter no longer caches an empty initial-options list, so the real
options appear once the data arrives.

chore: remove in-product survey and Claude Code feedback nudges (#30773)
Delete the in-product survey and Claude Code feedback prompts end to end.

Frontend: remove the src/components/survey/ module, the index page's nudge
state/effects/handlers, the getInProductNudgesCall helper, and the orphaned
"Disable UI nudges" toggle in the admin UI Settings page; prune the stale
eslint-suppressions entries.

Backend: remove the now-dead /in_product_nudges route, the InProductNudgeResponse
type, and the disable_ui_nudges UI setting (Field + allowlist). Nothing read it
for logic and the UISettings model is extra="allow", so existing stored configs
are unaffected (the value is just no longer surfaced). schema.d.ts is regenerated
and the two tests covering the removed route/setting are dropped.

chore(ui): remove dead UI components unreferenced by any page (#30340)
These components are not reachable from any page: WebRTCTester, the agents agent_card/agent_card_grid pair (the agents route renders a Table directly), and view_logs ErrorViewer/RequestResponsePanel (logs uses inline equivalents in columns.tsx). Each was imported only by its own test, so the tests go too. Also drops the now-stale agent_card_grid vi.mock in agents.test.tsx and the WebRTCTester eslint-suppressions entry.

refactor(ui): remove unreachable /chat page (#30178)
The /ui/chat route is not linked from anywhere: no sidebar entry, no
redirect, and no backend reference. It is only reachable by typing the
URL by hand. Delete the route (src/app/chat) and its components
(src/components/chat), which nothing else imports, and drop the deleted
files' entries from the eslint suppressions baseline.

Completes the simple-leaf portion of the page-by-page App Router
migration. All five legacy switch arms passed only identity props
(accessToken/userRole/userID, plus token/premiumUser for caching and
logs), all of which useAuthorized() provides, so each route wrapper is
a thin useAuthorized() + render. MIGRATED_PAGES routes the sidebar and
redirects the legacy ?page= URLs; the e2e fixture picks all five up in
the migration smoke and sidebar specs automatically.

* refactor(ui): colocate caching, cost-tracking, transform-request, and ui-theme components

Each had the legacy switch as its only importer. caching takes its
whole closure (cache_dashboard, cache_health, cache_settings,
response_time_indicator); CostTrackingSettings moves as the
cost-tracking components folder; the transform-request and ui-theme
single-file panels move under their routes. view_logs stays at
src/components: six other pages (guardrails monitor, tool policies,
pass-through, MCP toolsets, usage) import it. Suppressions re-keyed.

* chore: retrigger ci

e2e_ui_testing failed on three specs unrelated to this PR's pages
(team-info tabs, MCP create form) and local_testing_part1 on
test_batch_completions; all pass on the pre-merge commit and none
touch files in this diff.

Continues the page-by-page App Router migration. All five legacy switch
arms passed only accessToken/userRole, so each route wrapper is a thin
useAuthorized() + render. skills keeps a claude-code-plugins alias in
MIGRATED_PAGES because the old switch matched both page ids, mirroring
the api_ref/api-reference precedent.

* refactor(ui): colocate the prompts panel under its route

The new route wrapper was its only importer, so the 32-file folder
moves wholesale into (dashboard)/prompts/components; tree-escaping
relative imports (networking, molecules, common_components) become
@/components aliases and the suppressions baseline is re-keyed.
policies, guardrails, claude_code_plugins, and ToolPoliciesView stay
at src/components: each has consumers on other pages (playground
selectors, AI Hub, public model hub), so their shared/page splits go
in the colocation follow-up.

* fix(ui): move the PromptsPanel file along with its folder

@/components/prompts resolved to the prompts.tsx FILE next to the
prompts/ folder, not the folder itself; the colocation moved only the
folder, so the wrapper's ./components import and the panel's
./prompts/* imports both broke and next build failed. Move the panel
in as components/index.tsx and fix its now-escaping relative imports.
Caught by next build; tsc --noEmit missed it because incremental mode
reused a stale tsbuildinfo.

* test(ui): lock skills alias resolution in legacyKeyForPathname

Both skills and claude-code-plugins map to the skills segment, and
sidebar highlighting depends on first-match-wins returning the sidebar
key; assert it so a future reorder of MIGRATED_PAGES cannot silently
break highlighting. Mirrors the api_ref/api-reference assertion.

* refactor(ui): colocate budgets, workflows, and guardrails-monitor components

budgets and workflow_runs were imported only by the legacy switch, so
they move wholesale into their route folders; the budgetItem type
hoists into the shared useBudgets hook, which owns the API response
shape, so the hooks layer no longer imports from a page folder.
GuardrailsMonitor keeps LogViewer, mockData, and MetricCard at the
shared src/components home because ToolDetail and ToolPolicies import
them; the rest moves. eslint suppressions are re-keyed accordingly.

* fix(ui): restore MetricCard test-utils path and merge duplicate import

MetricCard.test.tsx got the moved-tree depth rewrite before being moved
back to src/components/GuardrailsMonitor, leaving a five-level path
that escapes the project root; the suite failed at import. Also merge
the two imports from useBudgets in budget_panel.tsx. Both flagged by
Greptile.

Same recipe as playground (#30185): MIGRATED_PAGES entries route the
sidebar and redirect the legacy ?page= URLs, the switch arms are
deleted, and the e2e fixture grows two entries. Both components were
already zero-prop and self-fetching via React Query hooks, so the
route wrappers are trivial.

* refactor(ui): move Projects and AccessGroups components into their route folders

Both folders were imported only by the legacy switch, so they colocate
wholesale under (dashboard)/{projects,access-groups}/components. Their
React Query hooks stay in the shared (dashboard)/hooks layer. eslint
suppressions are re-keyed to the new paths.

* test(ui): enable enable_projects_ui in e2e global setup

The projects migration smoke clicks the Projects sidebar link, which
only renders when the enterprise-gated enable_projects_ui setting is
on; the seeded e2e database starts with it off, so the locator timed
out in both e2e_ui_testing jobs. CI already launches the proxy with
LITELLM_LICENSE for premium UI coverage, so flip the setting in
globalSetup via the same /update/ui_settings call the admin UI toggle
makes, failing loudly if the PATCH is rejected.

* test(ui): use Playwright request context instead of raw fetch in global setup

The frontend lint bans raw fetch() outside src/lib/http/; the e2e
convention for proxy API calls is Playwright's APIRequestContext, as
in routerSettings.spec.ts.

feat(ui): migrate playground to path routing and colocate its files (#30185)
* feat(ui): cut playground over to the /ui/playground path route

Follows the api-reference recipe: the sidebar and deep links route
llm-playground to the path route, ?page=llm-playground redirects, and
the legacy switch arm is deleted. The route's page.tsx was already the
real implementation, so no view extraction was needed.

* refactor(ui): move playground-owned files into its route folder

Per the (dashboard) README convention, page-owned code lives in the
page's folder: chat_ui/compareUI/complianceUI components, the chat
hooks, and the playground-only llm_calls helpers move under
(dashboard)/playground/. Modules with non-playground consumers (chat
message primitives; fetch_models, chat_completion, responses_api) stay
at their lowest common ancestor in src/components/{chat_ui,llm_calls}
because legacy pages still import them. eslint-suppressions entries are
re-keyed to the new paths so the grandfathered baseline still applies.

* test(ui): teach sidebar e2e spec about migrated path routes

The sidebar spec asserted ?page=<key> for every item, which the
playground cutover correctly broke: the sidebar now links to
/ui/playground and the legacy URL redirects there. Drive the expected
URL from the migration fixture (now a page-id -> segment map) so
future cutovers only add a fixture entry. Also wrap one import line
in AgentBuilderView.tsx that the move left unformatted; the changed-
files prettier check flagged it.

* refactor(ui): consolidate dashboard to one shell in the (dashboard) layout

Moves the legacy ?page= switch page into the (dashboard) route group and
hoists Navbar, sidebar, ThemeProvider, and DebugWarningBanner into the
shared layout with real props, deleting the degraded duplicate shell that
wrapped migrated routes. The active page key now derives from the URL at
render time, so navigating between legacy and migrated pages no longer
remounts the shell.

useProxySettings becomes a React Query hook taking accessToken, shared by
the navbar, the AdminPanel arm, and migrated pages; this replaces the
lifted proxySettings state and the Navbar setProxySettings prop drilling.
The invitation onboarding flow (?invitation_id=) keeps rendering without
chrome via a layout escape hatch. Dead dark mode state and the no-op antd
ConfigProvider are removed.

* fix(ui): include accessToken in useProxySettings query key

The queryFn closes over accessToken, so the key must include it for the
cache to be honest about its inputs. Settings are instance-global today,
which made the omission harmless, but a token change while mounted would
have served the cached entry without refetching.

* test(ui): point CreateKeyPage test at the moved page

The page moved into the (dashboard) route group and no longer renders
the navbar (the layout owns chrome now), so the valid-token test asserts
the default page content (UserDashboard stub) instead.

createApiClient captured fetch at construction time, so reassigning
global.fetch (as tests do) had no effect and a real network call leaked.
Resolve fetch per request instead; harmless in production where fetch is
never swapped, and required for apiClient-based calls to be testable.

* refactor(ui): route behavior-preserving networking calls through apiClient

Collapse ~61 hand-rolled fetch() calls whose semantics already match the
shared apiClient (auth header, JSON body, json-error + deriveErrorMessage +
handleError) into apiClient.get/post/etc. Query-string builders and the
divergent error-handling functions (no-check, custom messages, text-error)
are intentionally left for a follow-up normalization pass, since converting
them changes wire encoding or error behavior. Prunes the now-stale
no-restricted-syntax suppressions for the removed fetch calls.

* refactor(ui): convert remaining admin/guardrail GETs, guard late-bind fetch

Routes adminspendByProvider, adminGlobalActivity, and the three guardrail
submission calls (list/approve/reject) through apiClient so they match their
already-converted siblings instead of staying on raw fetch. Adds a
client.test.ts case that swaps globalThis.fetch after createApiClient() and
asserts the swap takes effect, which fails on the pre-fix captured-fetch line
and locks in the per-call resolution

refactor(ui): shared HTTP client + location-pinned fetch() lint rule (#29723)
* refactor(ui): add shared HTTP client and pin raw fetch() to one file

Introduce src/lib/http/client.ts, a single typed wrapper that owns the only
fetch() in the dashboard. It centralizes the base URL, the auth header, error
parsing (deriveErrorMessage), non-2xx -> thrown ApiError, and JSON parsing, and
is framework-agnostic (no React) so it can run from client and, later, server
components. The base URL, auth header name and the logout side effect are injected
through createApiClient.

networking.tsx builds one configured apiClient and the 29 functions whose
boilerplate maps exactly to the client's default behavior (canonical
deriveErrorMessage + handleError + res.json() template) now call it instead of
hand-rolling fetch. Names, signatures, return types and error behavior are
unchanged; this is a pure refactor that drops ~440 lines.

The no-restricted-syntax fetch rule now points at the client and a
files: ["src/lib/http/**"] override makes that the only place fetch() is allowed.
Re-baselined eslint-suppressions.json: networking.tsx fetch suppressions drop
270 -> 241; no other rule's counts change.

The remaining networking.tsx fetches and the ~61 scattered component/hook fetches
diverge from the default client behavior (text() error bodies, no res.ok check,
no handleError side effect) and stay grandfathered for a follow-up burndown.

* fix(ui): make the HTTP client tolerate non-JSON error bodies

The non-2xx branch parsed the error body with response.json(), so a gateway
returning HTML (502/503 from a reverse proxy) threw a SyntaxError before onError
fired or ApiError was built, dropping the user-facing notification. This matched
the old per-function behavior, but the client is now the single error path so it
is the right place to harden. Read the body as text once, try JSON.parse for the
existing deriveErrorMessage path, and fall back to the raw text (or the HTTP
status) otherwise. The success path stays strict json() so return types are
unchanged.

* fix(ui): await the returned apiClient promise in 6 migrated functions

The codemod rendered the `return response.json()` tail as `return apiClient.x()`
without `await`. Inside the surrounding try/catch that returns an unawaited
promise, so the catch never runs and its console.error log is dropped on failure;
4 of the 6 were `return await response.json()` originally, so this restores their
exact behavior. Use `return await apiClient.x()` in all six.

* refactor(ui): widen onError type and handle empty success bodies

Address review notes on the shared client. Type onError as
(message: string) => void | Promise<void> so the fire-and-forget async contract
(networking passes the async handleError) is explicit rather than silently
discarded by void. On the success path, read the body as text and return
undefined for an empty body (e.g. a 204 No Content) instead of throwing a
SyntaxError, while still parsing non-empty bodies strictly so a malformed JSON
response surfaces rather than being masked. Add tests for the 204 case.

chore(ui): remove the bare-fetch lint rule (#29712)
* fix(ui): only flag bare fetch() outside React Query queryFn/mutationFn

The frontend lint rule banned every fetch() call by static AST name match,
so a fetch wrapped in a React Query queryFn/mutationFn tripped it just like
a loose fetch in a component. esquery (no-restricted-syntax) can't express
"has ancestor", so this replaces that selector with a small custom rule
(local/no-bare-fetch) that exempts a fetch lexically inside a queryFn or
mutationFn and reports everything else.

Re-baselined eslint-suppressions.json under the new rule id (same 44 files /
331 violations) so existing code keeps its grandfathered suppressions.

Adds a RuleTester suite covering wrapped (valid) vs unwrapped, the standalone
*Api.ts function pattern, queryKey, and computed-key cases.

* chore(ui): remove the bare-fetch lint rule

Drop the fetch lint gate (and its 331 grandfathered suppressions) ahead of
the networking refactor. The plan is to centralize all fetching in a single
shared http client and enforce that with a location-based rule, so keeping a
fetch rule in place now would only block CI while functions are routed
through the new client. Removing it unblocks that work; the location-based
rule lands with the client in a follow-up.

ci(ui): frontend-lint job enforcing prettier + eslint on changed files (#29633)
* ci(ui): add frontend-lint job enforcing prettier and eslint on changed files

Lints only the files a PR adds or modifies under ui/litellm-dashboard,
so new and touched code must be prettier-clean and eslint-clean while the
existing tree is grandfathered. Skips cleanly when a PR touches no
lintable UI files. This lets us adopt the formatters incrementally
without a repo-wide reformat

* ci(ui): write frontend-lint file lists to $RUNNER_TEMP

Keep the prettier/eslint changed-file lists out of the checkout dir so
they cannot collide with a future source file of the same name

* lint(ui): baseline existing eslint findings so only new ones block

Capture the current error-level eslint findings (318 across 183 files)
in a committed suppressions baseline via eslint --suppress-all. Every
rule stays at its error severity, so any newly introduced violation
fails the frontend-lint gate, while the existing tree is grandfathered;
touching a legacy file never forces fixing its pre-existing issues. CI
runs eslint with --pass-on-unpruned-suppressions so that fixing a
baselined issue does not fail on a now-stale suppression, and the
generated baseline is prettier-ignored since eslint owns its format.
Burn the baseline down over time with eslint --prune-suppressions

* lint(ui): enforce a count budget for explicit any

Make @typescript-eslint/no-explicit-any a warning and cap the total
instead of hard-blocking each new one. A frontend-lint step counts the
repo-wide explicit any and fails only when it exceeds the committed
budget in eslint-any-budget.json. max starts at 2031, ten above the
current 2021, so the next ten land as warnings and the build fails once
that headroom is gone. Lower max over time toward target to ratchet the
count down. New anys still surface as warnings on changed files via the
normal eslint step

* lint(ui): enable zero-cost rules no-var, no-self-assign, react/no-danger

These have no existing violations, so they need no baseline; turning them
on purely blocks new instances. react/no-danger guards against new
dangerouslySetInnerHTML (XSS), no-var enforces let/const, and
no-self-assign catches self-assignment typos. no-debugger is already
enforced by the recommended preset

* lint(ui): add baselined complexity rules

Enable complexity:20, max-depth:4, max-params:4, max-nested-callbacks:4,
with thresholds set near the codebase p99 so only genuine outliers are
flagged. The 272 existing over-threshold functions are grandfathered in
the suppressions baseline; new over-threshold functions block. Lower the
thresholds over time to ratchet complexity down. max-lines-per-function
is intentionally left off since React components are legitimately long

* lint(ui): ban new raw fetch, standardize on React Query

Add a no-restricted-syntax rule flagging bare fetch() calls, pointing
contributors at React Query (@tanstack/react-query). The rule is not
exempted anywhere, including the already-bloated networking.tsx, so all
331 existing fetch calls are grandfathered but no new ones can be added
there or elsewhere. New data access goes through React Query, and the
networking layer can be migrated out and pruned from the baseline over
time

* lint(ui): ban new @tremor/react imports

Add a no-restricted-imports rule flagging imports from @tremor/react so
tremor is phased out rather than spread further. The 232 existing tremor
imports are grandfathered in the baseline; new ones block and point at
antd. Migrate components off tremor and prune the baseline over time

* lint(ui): widen explicit-any budget headroom to 2040

Raise max from 2031 to 2040, giving ~19 of slack over the current 2021
instead of 10

* style(ui): prettier-format eslint.config.mjs

The frontend-lint gate flagged its own config file. Format it so the
prettier check on this PR's changed files passes

* lint(ui): soften complexity and max-depth to warnings

These two are smell metrics with arbitrary thresholds where a legit new
function can trip them, so make them advisory rather than hard-blocking.
They drop out of the baseline (now 963). max-params, max-nested-callbacks,
and the react-hooks rules stay strict since those are clear-cut

* lint(ui): move complexity and max-depth to the count-budget pattern

Generalize the explicit-any budget into a shared lint-budget mechanism:
eslint-budgets.json maps a rule to {max, target} and check-lint-budgets.mjs
counts each across the repo and fails when a count exceeds its max.
complexity (129, max 140) and max-depth (61, max 70) now use the same
slack-plus-counter model as explicit-any (2021, max 2040): they warn
per-file and the build only fails if the repo-wide total crosses the
ceiling. Lower each max toward its target over time

* docs(ui): note pruning the eslint suppressions baseline when fixing lint debt
