chore(otel-v2): drop dead enable_events config field

LITELLM_OTEL_INTEGRATION_ENABLE_EVENTS was never read in the V2 package; event
emission is driven by capture_message_content (event_only / span_and_event) per
the OTel ContentCapturingMode contract. Leaving the field would let an operator
set it and silently get no events. The V1 integration keeps its own enable_events
on OpenTelemetryConfig, which is unaffected. extra="ignore" means a stale env var
is harmlessly ignored rather than erroring.
