Add comprehensive tests for French EU AI Act guardrail

- Test 3 critical scenarios: blocked query, circumvention attempt, safe query
- Test edge cases: case-insensitive, mixed language, research exceptions
- All 7 tests passing
- Validates both blocking and allowing behavior
