feat: improve watsonx rate limiting and type safety
- Add configurable rate limiting with adaptive backoff strategy
- Replace any types with proper TypeScript interfaces
- Add URL validation for Cloud Pak platform
- Improve error handling for rate limit scenarios
- Remove unrelated privacy page formatting changes
