Dan Stillman 09813be7e0 Fix handling of redirecting OpenURL base URLs with url query parameter ... For a URL like `https://ezproxy.school.edu/login?url=http://resolver.ebscohost.com/openurl`, without a trailing `?`, we were just adding a `%` to the end, making the URL invalid after the redirection (`/openurl&url_ver=Z39.88-2004` instead of `/openurl?url_ver=Z39.88-2004`).
