Brad Groux 26431ebc9f feat(sprint-1500): status refactor review→blocked + blocked reason tracking 
- Rename TaskStatus.review to TaskStatus.blocked across codebase
- Add migration service (auto-converts on startup, idempotent)
- Add blocked reason tracking (category + notes)
- Add blocked badges on Kanban cards
- Add dashboard breakdown by blocked category
- Add 30d metrics period, per-agent breakdown, streaming NDJSON
- Add 8 migration tests, all 112 tests passing
- Fix attachment test regex to allow hyphens in IDs
