feat(llm): authenticate to Anthropic via Workload Identity Federation 
Exchange an IdP-issued JWT for a short-lived Anthropic access token and
refresh it for the duration of the scan. Configured with the same
ANTHROPIC_FEDERATION_RULE_ID / ORGANIZATION_ID / SERVICE_ACCOUNT_ID /
WORKSPACE_ID / IDENTITY_TOKEN(_FILE) env vars the Anthropic SDKs read,
with a GitHub Actions OIDC fallback. The minted token is kept in memory
only.
