Classic298 ca43cc39f4 refactor: condense non-refreshable token comments and docstring 
Shorten the constant comments, the fallback comment and the helper docstring so they only state why the behavior exists instead of narrating the mechanism, and drop the em-dash the rewritten fallback comment had inherited. No behavior change.
