ryan-crabbe-berri a5b488f38c refactor(anthropic): translate prompt_cache_breakpoint and prompt_cache_options for Claude once in completion() 
Replaces the per-transform census with one step in completion() for every Claude chat route.
Breakpoints become cache_control on the same block. A ttl Claude lacks is a 400 naming drop_params,
or dropped with the mark kept under drop_params. prompt_cache_options with mode implicit turns on
Claude automatic caching where the route has it and is a 400 on Converse. With drop_params, more
than four marks keep the latest four. Without it they reach Claude, which answers itself
