ryan-crabbe-berri 013c204abd fix(anthropic): skip cache marks Claude never renders when counting breakpoints 
An empty assistant string and a tool call rebuilt as server_tool_use carry no
mark on the Anthropic wire, so they no longer take one of the four slots. Also
pins the function-role tool result slot and the non-Claude Databricks contract
for prompt_cache_options
