fix(responses): count billed background responses toward the creator's project and per-model budgets (#47504) 
* test(responses): billed background responses count toward the creator's project and model budgets

* fix(responses): carry the creator's project and per-model budgets on the billed background response

* fix(responses): count a key's budget tier toward background per-model budgets

* fix(responses): bill a background response's project only while the key stays on its team

* revert(responses): keep billing the creating key's project after a team move

A key can only keep or detach its project, so the billed project always pairs with the team it was created under. This reverts commit ded4f084c5.

* fix(responses): bill a background response under the model name the client sent, with its project alias

* fix(responses): name the team's public model as a billed background response's model group

The model group lookup now passes the creating key's team, so a team model or team wildcard bills under the public name a normal call logs and per-model budgets on that name move
