joshua-berri 21a84f9e8f fix(batch): preserve recoverable costs and prevent poll starvation (#47190) ... Backport of #47190 to stable/1.104.x. Cherry-picked from 0ede0e10e7 (main). Ported by hand onto the line's poller (the ManagedObjectRow protocol is the line's local _ManagedObjectRow; _finalize_unbilled_terminal_job keeps the line's None return).
