A Router built while the first download is still failing writes an empty cost map entry for a bare model the bundled map does not know. The import merge skipped every key written after import, so that model never got its remote provider and its deployment stayed unresolved after the retry landed. Fields written since import still win, and the remote entry fills the rest. |

To make it easier to contribute and map what behavior is tested,
we've started mapping the litellm directory in tests/unit
This folder can only run mock tests.
