apex-mochen e6dfef94f5 fix(cache): silence basedpyright Unknown on kwargs-derived dict copies 
dict(kwargs) yields dict[str, Unknown] under the basedpyright delta gate,
which adds reportUnknownVariableType / reportUnknownArgumentType for the
per-tier kwargs copies. The copies are required so one tier's injected ttl
never leaks into the other and the caller's kwargs object is never mutated.
