The runbook still read as a fully manual flow: dispatch the publish workflow by hand, then approve a second gate in the mirror repo. Neither is true now. project-releaser checks the provider changelog on every release except adhoc, nightly included, and dispatches the publish itself when the topmost released heading has moved ahead of the mirror's tags, so cutting the version heading is what ships the provider.
