Tin Chi Lo 490028b0ef feat(mcp): user->agent delegation core for on-behalf-of credential resolution 
Feature-flagged (mcp_user_delegation_enabled, default off) delegation/consent
layer for MCP: an agent-bound key whose agent has mcp_can_delegate and an active
consent record from the asserted user resolves upstream per-user credentials as
that user. Header, capability, and consent are validated once at admission for
every transport; only the credential-resolution subject swaps, permissions and
attribution stay on the agent key. Consent and email lookups are cached with
grant/revoke invalidation. Part of LIT-4448.
