shin-bot-litellm beae7c3bec fix(schema): add soft_budget to LiteLLM_DeletedTeamTable 
The soft_budget field was added to LiteLLM_TeamTable in commit a17efa1c8e
but was missing from LiteLLM_DeletedTeamTable schema. This caused a 500
error when deleting teams because the delete_team endpoint persists
team records to the deleted team table.

Fixes test_team_delete regression in CI (build_and_test job).

Additional files for the proxy. Reduces the size of the main litellm package.

Currently, only stores the migration.sql files for litellm-proxy.

To install, run:

pip install litellm-proxy-extras

OR

pip install litellm[proxy] # installs litellm-proxy-extras and other proxy dependencies

To use the migrations, run:

litellm --use_prisma_migrate
