Tai An c40523f827 ci(guard): point external contributors to litellm_internal_staging (#27510) ... The Guard main branch workflow tells fork-based contributors to retarget PRs against 'litellm_oss_branch', but that branch does not exist in the repo (GET /git/ref/heads/litellm_oss_branch returns 404). External PRs are now opened against 'litellm_internal_staging' (matches the branch the workflow itself already accepts as a valid source).
