fix(cost): bill bridged /v1/messages Responses replies like native /v1/responses for reasoning tokens and service tier (#46975) 
* fix(cost): price reasoning tokens of /v1/messages bridged onto the Responses API in the cost header and breakdown

* fix(cost): record the bridged Responses API result only after the served body is built

* fix(cost): keep the served service tier when a bridged Responses reply has no message item
