fix(guardrails)!: backport #45874 to rc/1.107.0, preserve Bedrock Converse redactions and honor tool-only scans (#47234) 
Applies #45874's diff at 1091b9054c onto rc/1.107.0. The only conflict was BedrockPassthroughConfig.sign_request,
where rc/1.107.0 has no bedrock_request_metadata_fields handling yet, so the Converse body conversion keeps
#45874's pre-merge form
