Yujong Lee b5b542a68a refactor(rust-error): nest llms errors in inference and ask predicates in route tests 
litellm_inference::Error nests litellm_llms::Error instead of mirroring
its variants, host driver faults get their own variant, every predicate
matches exhaustively, and route tests ask predicates instead of matching
transport variants.
