yuneng-jiang d1f3778849 perf(ci): give the two longest unit shards the runner's spare cores (#37804) ... proxy-endpoints and proxy-infra are the unit tier's critical path at 358s and 325s of pytest, measured on staging 2026-08-21, and both run two xdist workers on a four-vCPU runner. proxy-server already runs four.
