yuneng-jiang a78a439c68 revert(usage): remove the top-N aggregated key cap and daily global spend rollup code from rc/1.103.0 (#43326) ... Reverts the code from #41324 (merge 87694c26ef) and #41293 (merge 2e46b10320).
