fix(websearch_interception): intercept the bare web_search tool type on chat completions (#46736) 
* fix(websearch_interception): intercept the bare web_search tool type on chat completions

* fix(websearch_interception): match the bare web_search type only on chat completions

/v1/messages keeps its existing detector, so a non-Anthropic model there no
longer short-circuits a bare web_search tool into raw search results

* test(websearch_interception): cover the bare web_search type on chat and through the messages adapter
