fix(openai)!: send the whole reasoning_effort dict when chat is bridged to Responses (#48807) 
* fix(openai): send the whole reasoning_effort dict when chat is bridged to Responses

* fix(openai): drop only a refused effort and honor drop params on the bridged reasoning dict

* fix(openai): drop generate_summary and forward a non-catalog model's reasoning dict whole on the bridge

* fix(responses): drop a mode or context the model does not take under drop_params

Read each OpenAI model's reasoning_modes and reasoning_contexts from the model map
when drop_params filters the bridged reasoning object, send no reasoning object when
validation dropped the effort, and ignore an additional_drop_params value that is not
a list.

* fix(responses): drop only a refused effort and forward an unlisted mode or context on the bridge
