mika-lt 683b94b462 fix(fallback): read stored router_settings from the database on fallback writes (#48999) ... * fix(fallback): read stored router_settings from the database on fallback writes POST /fallback and DELETE /fallback/{model} read the current rules through the config cache. When Redis refuses DEL, the eviction before that read fails and Redis keeps serving the old copy, so each new rule dropped the earlier ones The write path now reads the router_settings row straight from the writer database and stores only that row plus the changed key, so config-file router settings no longer get copied into the database row * fix(fallback): edit the config file's fallback list when it owns the key A delete of a rule only the config file holds answers the config-owned 400 again instead of 404, and restating a rule the file already has answers 200 without copying the file's list into the database row.
