* test(dd_span_tagger): assert the user_email tag on the active span instead of on the patched setter

The two ported tests only inspected the mock that replaced the tag setter, which the test quality gate counts as two new mock-echo tests over main. They now read the tags that land on the active span

* refactor(router): read the model group description through the typed model_info reader

The ported lookup read model_info off the untyped deployment dict, which added three basedpyright errors over main. It now goes through the existing validated model_info reader

In total litellm runs 1000+ tests

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/unit

This folder can only run mock tests.
