refactor(ui): move policies, tool policies and guardrails monitor text onto i18n (#49343) 
Moves the page-authored English on /policies, /tool-policies and
/guardrails-monitor into react-i18next t() calls backed by en.json, and
adds a small data test for en.json. The rendered English is unchanged.
