fix(jwt): honor end_user_id_jwt_field on the JWT-to-virtual-key mapped path (#46637) 
* fix(jwt): honor end_user_id_jwt_field on the JWT-to-virtual-key mapped path

A JWT mapped to a virtual key dropped the end-user claim, so spend rows had
no end user and customer budgets, limits and region never applied. The mapped
token now carries the claim, and it takes precedence over the body user and
the x-litellm-end-user-id header, which remain the fallback when the claim is
missing or empty.

* test(jwt): budget-check the body or header end user when a mapped JWT has no end-user claim

* fix(jwt): replace the annotation offsets with a targeted pyright suppression to keep LIT001 flat
