devin-ai-integration[bot] df1ecb938d fix(rust): add the dangerous-tool-use beta when an anthropic /v1/messages request carries safeguards (#46102) ... Backport of #46102 to stable/1.106.x. Cherry-picked from 5b042c0db6 (main). Adapted to the line: only the anthropic Messages config is ported (a non-null safeguards field adds dangerous-tool-use-2026-09-03), with its unit cases.
