fix(batches): retry confirmed pre-accounting failures (#47625)
* fix(batches): retry confirmed pre-accounting failures

* fix(batches): avoid promising retries for unknown accounting outcomes

* test(batches): exercise real spend writer during retry recovery

* fix(budgets): charge retried batches once per router budget

* test(budgets): cover shared batch charge helpers
