Inline images, files and audio whose base64 or data URL failed to decode were dropped from inspection, while some providers decode them permissively and still forward the content. Flag them as undecodable and block the request before any file checkpoint call |

To make it easier to contribute and map what behavior is tested,
we've started mapping the litellm directory in tests/unit
This folder can only run mock tests.
