fix(oci): handle OpenAI-style image_url object in multimodal messages (#18272) 
The OCI adapter now accepts both string and object formats for image_url:
- String: "image_url": "https://example.com/image.png"
- Object: "image_url": {"url": "https://example.com/image.png"}

This fixes compatibility with OpenAI Vision API format.

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
