mateo-berri 4f0a780391 test: regression test for completion_tokens_details on Responses API usage (#15377) 
Adds a focused regression test asserting that
ResponseAPILoggingUtils._transform_response_api_usage_to_chat_usage()
populates Usage.completion_tokens_details.reasoning_tokens from
output_tokens_details.reasoning_tokens, matching what Chat Completions
produces.

The underlying fix already shipped on main (shared OpenAI Responses path
used by Azure Responses), so this locks in the behaviour to prevent
regressions on the Azure Responses API path reported in #15377.

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
