mateo-berri 4c2604affd chore: merge main into litellm_durable_background_interaction_settlement 
GitHub reported the branch conflicting with main after #43186 moved
tests/test_litellm/interactions/test_background_cost_polling.py into
tests/unit. The merge itself is clean and the PR's diff against main is
unchanged; the new settlement test moves next to its sibling under
tests/unit/proxy/spend_tracking/
