test(rust): add native vs Python parity harness for responses (#46567) 
Each case runs one aresponses call through Python and through the native
route against the same recorded OpenAI response and compares the dispatch,
provider request, return value and success log. Known gaps are strict xfails
so the PRs that close them must flip the marker
