* feat(auto-router): backport decision model creation flow to rc 1.106

* fix(ui): preserve deployed decision model editing

* test(ui): use supported decision picker query options

* fix(ui): align decision router backport with release prerequisites

* style(ui): format decision model selection regression

* test(router): verify deployed classifier cost and provider accounting
