tin-berri a855a6927b fix(proxy): limit gzip to dashboard analytics and offload compression (#46712) 
Backport of #46712 to stable/1.105.x.
Cherry-picked from 9c62573005 (litellm_dashboard_only_gzip). The line never took #46362, so the OFF_LOOP_SIZE_BYTES hunks resolve to the pick, which removes the constant.

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/unit

This folder can only run mock tests.
