joshua-berri 8016cfa249 fix(batch): preserve recoverable costs and prevent poll starvation (#47190) 
Backport of #47190 to stable/1.106.x.
Cherry-picked from 0ede0e10e7 (main).
Hand-ported onto the line's poller. ManagedObjectRow lives in check_batch_cost.py on this line, so created_at and updated_at are added to its local _ManagedObjectRow. _finalize_unbilled_terminal_job keeps the line's None return and skips the log when the snapshot no longer matches. Test hunks for TestBatchLineItemsFromThePoller are dropped, and the appended tests do not assert the bool return.
