feat(rust): serve Databricks GPT responses natively 
The Responses route now resolves databricks. The Databricks config sends
the OpenAI Responses payload to the serving-endpoints base with the
personal access token, as Python does for GPT endpoints. Non-GPT
endpoints take Python's Chat Completions bridge, and OAuth M2M and
Databricks SDK auth decline to Python. The parity harness now compares
the user agent too
