document new env var and fix type hint 
- Add LITELLM_OIDC_ALLOWED_CREDENTIAL_DIRS to the environment variables
  reference so the documentation test passes.
- Annotate the values variable in _reject_os_environ_references so it
  accepts both dict.values() and list iterables.
