yucheng-berri 7ae9a1c350 fix(router)!: only prefixed caller tags route once tag_routing_prefix is set (#47428) ... * fix(router): scope tag routing to prefixed tags once tag_routing_prefix is set With router_settings.tag_routing_prefix configured, an unprefixed caller tag (for example a spend tag such as user_id:234) no longer drives tag routing, so it can no longer refuse a model group whose deployments are untagged. Key/team/project tags (metadata.inherited_tags) keep applying with or without the prefix. Rows of batches the proxy runs itself now carry those tags as inherited_tags too, so they keep routing on them once the prefix is set. Takes over #39903.
