Hendrik Jaks 0684a1e275 revert: remove unrelated changes from HttpOnly cookie fix branch 
Reset files not related to the login cookie fix back to main:
- prometheus.py, bedrock converse, guardrail handler
- auth_checks.py, reset_budget_job.py, audit_logs.py
- test_user_api_key_auth.py

In total litellm runs 1000+ tests

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
