ci(ui): bump UI Unit Tests timeout to 30 minutes so the full staging run has headroom 
The full vitest suite currently runs about 17 minutes on ubuntu-latest and
create_mcp_server.test.tsx alone takes around 950 seconds. Slower-than-usual
runners regularly push a push-to-staging run past the 20-minute limit and the
job gets canceled mid-suite (e.g. 6375923f65 ran 20m15s before timing out).
Nothing about the code changed since the last green run; the workflow was just
sized too tightly when it was added. Give the full-suite path a 30-minute
budget.
