tin-berri a1391ac0fc fix(proxy): limit gzip to dashboard analytics and offload compression (#46712) 
Backport of #46712 to stable/1.106.x.
Cherry-picked from 9c62573005 (litellm_dashboard_only_gzip). The line never took #46362, so the OFF_LOOP_SIZE_BYTES hunks resolve to the pick, which removes the constant.
