ryan-crabbe-berri 815d6268e8 refactor(utils)!: delete the broken prompt_token_calculator, graduate PLW0133 
The function's claude branch called the anthropic SDK's `Anthropic().count_tokens`,
which the SDK removed, so it raised AttributeError on every claude model. Its
non-claude branch is a thinner `token_counter`. Nothing in the repo or the docs
calls it and it is not exported from `litellm/__init__.py`, so `token_counter` is
already the supported path.

BREAKING CHANGE: `from litellm.utils import prompt_token_calculator` no longer
resolves. Use `litellm.token_counter(model=..., text=...)`, which handles anthropic
models offline.

Deleting it clears the codebase's last PLW0133: an `except Exception:` handler that
built `Exception("Anthropic import failed please run `pip install anthropic`")`
without raising it, so a missing SDK fell through to the unguarded import on the
next line. The rule now graduates from the ratcheted budget into ruff.toml, where it
hard-fails and shows up in editors.

In total litellm runs 1000+ tests

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
