ryan-crabbe-berri 031a82448c fix(jwt): resolve multi-valued role claims to the highest privilege role 
A token matching several `role_mappings` or `jwt_litellm_role_map` entries used to get whichever mapping the YAML listed first, so reordering the config silently promoted or demoted callers, and `sync_user_role_and_teams` persisted that pick to the user row. Both mappers now collect every matching mapping and return the highest privilege role through the shared `highest_privilege_role` resolver from #39480

In total litellm runs 1000+ tests

[02/20/2025] Update:

To make it easier to contribute and map what behavior is tested,

we've started mapping the litellm directory in tests/test_litellm

This folder can only run mock tests.
