Proposes a typed internal-params registry plus a single enforced
serialization boundary and a mutation-killing test to stop LiteLLM-internal
optional_params keys from leaking into provider request bodies. Motivated by
the Bedrock failures in #30371, #30314, and the class tracked in #30301.
