fix(model-catalog): declare the thinking_on_by_default key (#49720) 
* fix(model-catalog): declare the thinking_on_by_default key

The cost map guard runs main's catalog on a PR's cost map, so the key has to be declared on main before a PR can set it on the Claude 5 rows

* chore(model-catalog): keep the attribute list sorted and document thinking_on_by_default
